What separates a photo from a scan
A scanner lights the page evenly and reads it flat. A camera does neither — the paper picks up whatever colour the room's light is, one side is usually brighter than the other, and the whites come out grey.
Fixing it is mostly about the tonal range: pushing the light greys of the paper to actual white and the dark greys of the ink to actual black, without flattening everything in between.
Which style to use
Greyscale is the safe default and looks like a normal office scan. Black and white gives the crispest text and by far the smallest file, but it discards everything mid-tone, so faint pencil or a light highlighter disappears entirely.

Photograph it properly first
Even, indirect light matters more than anything else. Window light on an overcast day is close to ideal. A direct overhead lamp is the worst case, because it puts a bright hotspot in the middle that no amount of processing removes cleanly.
Shoot straight down rather than at an angle, keep the page flat, and fill the frame. Detail you did not capture cannot be recovered afterwards.
Why file size drops so far
A photograph of a page is mostly noise: every fibre of the paper and every variation in the light is real detail as far as the encoder is concerned, and it spends bytes preserving all of it.

What processing cannot fix
The tonal adjustment works on the whole image at once, so it corrects an overall grey cast well and localised problems badly. A hotspot from a lamp is brighter than the paper around it, and pushing the paper to white pushes the hotspot past white, taking the text in it with it.
The same applies to perspective. A page shot at an angle has genuinely fewer pixels along its far edge, and nothing recovers detail that was never resolved. Both problems cost ten seconds to avoid and cannot be repaired afterwards.
Multiple pages
